PURPOSE OF THE POSITION: The Executive Director of Special Education is responsible for the operation of special education services including collaboration with community, private, and parochial schools. This position functions as an integral part of the Education Team.

SUPERVISORY RESPONSIBILITIES: Special Education Staff

DUTIES AND RESPONSIBILITIES: The requirements listed below are representative of the knowledge, skill, and/or ability required. In addition to the requirements listed below, regular attendance is an essential function of this position.

  1. Ensures that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board’s strategic plan.
  2. Participates in job training and professional growth opportunities in order to enhance ability to perform the essential functions of the job.
  3. Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
  4. Develops and administers educational programs and policies for the school district which provides for the education of children receiving special education in compliance with state and federal regulations and policies of the district.
  5. Coordinates the writing, evaluation, and review of all applications for state and federal IDEA grants prior to the submittal to the Superintendent and the Board of Education.
  6. Manage department budget, curriculum materials, staffing, and all federal grant claims.
  7. Maintains an ongoing monitoring and analysis system, specifically designed to monitor the growth/achievement of students with disabilities and state compliance indicators.
  8. Establishes desirable school-community relations.
  9. Preparation of materials for board approval.
  10. Serves as liaison between Rockford Special Education Department and the Northwestern Illinois Association Cooperative for low incidence students.
  11. Assists in the coordination of special education transportation.
  12. Responsible for the appropriate delivery of required special education services for district students attending out of area residential schools.
  13. Monitors and corrects areas of district non-compliance with state and federal regulations in the areas of assigned responsibility.
  14. Responsible for timely and accurate submission of required state and federal reports in the areas of assigned responsibility.
  15. Monitors and manages complaints of non-compliance and any resulting due process proceedings.
  16. Maintains effective communication with parents, teachers, principals, and community service agencies.
  17. Coordinates with district recruitment staff to maintains an active communications flow with area university special education teacher and related service staff preparation programs.

QUALIFICATIONS: Master’s degree from an accredited college or university and an Illinois State Board of Education Type 75 Administrative Certificate with Special Education Director endorsement. Minimum of three years of successful and progressively responsible experience in public school administration.

WORK CALENDAR: 12 Months

WORKING CONDITIONS: Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
