Job Description

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency.: Orthotists, prosthetists, or orthotist/prosthetists must be proficient in spoken and written as required by 38 U.S.C. 7402(d). Education: must have a bachelor's degree or higher in orthotics and prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program; OR, a bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Foreign Graduates: Graduates of foreign degree programs must have proof of a minimum of a Bachelor's degree from an accredited college or university (or foreign equivalent, as verified through an independent credential evaluation company), with a specialization in orthotics and prosthetics. Board Certification: Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and the applicant must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist, assistant or fitter does not meet this requirement. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations for GS-12: must have one (1 ) year of experience equivalent to GS-11 level as an orthotist/prosthetist functioning as a full member of the clinical team which includes significant involvement in treatment plan development for the most complex types of conditions. The experience must demonstrate advanced knowledge of medical terminology, anatomy, physiology, biomechanics, kinesiology, physics, etiology of diseases, psychology and age-related competencies as well as conducting clinical patient analyses such as gait, range of motion, life style, etc., for patients with a wide range of complex medical conditions which include unusual problems or complications, and designing unique or innovative devices to accommodate those conditions, also the experience must demonstrate recognizing physical abnormalities, deviations, and complicating conditions with potentially life-threatening implications. In addition to the experience above, the candidate must demonstrate the following KSA and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): Knowledge of regulatory requirements established by the ABC, BOC, the National Committee for Orthotic/Prosthetic Education (NCOPE), the International Association of Orthotists and Prosthetists (IAOP), the American Academy of Orthotists and Prosthetists (AAOP), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), etc. *Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database (NPPD), knowledge of the Prosthetic National Software (PNS) package, Decision. *Support System (DSS), and knowledge of accreditation requirements for orthotic and prosthetic laboratories and certification requirements for individuals. *Ability to analyze data and provide reports using CPRS, Vista, DSS, HCPCS codes and other patient database information. *Ability to provide training to orthotists/prosthetists in new technologies and innovations in devices. *Ability to manage and supervise employees. Physical Requirements: Work requires regular and recurring physical exertion in standing, bending, kneeling, reaching, gripping, pulling and walking. Sitting is required in meetings and for conducting administrative work. Work may require physical health, normal use of arms and legs, and good visual and auditory acuity. Assists the professional staff in the treatment and care of seriously disabled veterans to include amputees, spinal cord injury patients, and those with related disabilities requiring the use of orthotic, prosthetic, and footwear devices to take the place of, or assist a part* or function of the body which is lost or impaired. Strives for continuous improvement of the use of equipment and funding resources in order to eliminate delays of delivery that reduce hospital days and to expedite rehabilitation of patients so that they may return to their daily lives. Sets up evaluation techniques in order to evaluate current and proposed programs, so as to determine the need for changes or the advantages of new technology or products. Takes responsibility for the overall operating budget of the laboratory including costs of materials, supplies and equipment. Proposes and provides justification for the necessary equipment to support the operation of the laboratory. Continually reviews the overall program as to needs and strives to reduce cost of materials by evaluation of techniques in fabrication and the actual needs of the finished products. Changes procedures on own initiative to improve service or produce a cost savings. Carries out the responsibilities of special clinics including Prosthetic and Orthotic Clinic, ensuring that program goals are met. Incumbent is responsible for assisting in the prescription of ali orthotic and prosthetic devices as a consultant for the Orthopedic, Physical Medicine & Rehabilitation, and Vascular services. Also assists in the prescriptions of those same types of devices for Rheumatology, Ambulatory Care, Surgical and General Medicine Services. Assists in the evaluation of the final product as to the specifications of the prescriptions, fit and alignment and patient comfort. This station accepts patients whom are difficult to fit with a proper device. These include patients with very short stumps or extensive scarring, paraplegic, quadriplegic, and other patients requiring special supports. Responsible for performing a broad range of work for the patients listed above. This involves the design, choice of materials fabrication thereof, fitting and final adjustments. Each device is constructed and fitted to meet the most rigid - prescription requirements. Employee must be aware of the psychological problems of the patients related or unrelated to the physical disability. This also involves consultations with the prescribing physician related to the prescription of the proper device. Must have the analytical ability, social awareness, tact and diplomacy and good communication skills.
